Family Based Services
Preserving Family Through Holistic Services
Hephzibah’s Family Based Services stabilize, strengthen, enhance, and preserve family life by providing holistic services that help families in crisis and enable children to remain safely in the home. Our dedicated case workers and staff work around the clock to provide:
- Care to foster children who require extensive behavioral and psychological support and to their foster families.
- Intensive case management and support services for low-income families in crisis due to poverty, substance abuse, domestic violence, homelessness, mental health concerns, and other factors.
- A Positive Parenting abuse and neglect prevention program.
- An adoption program for children who cannot return to their biological families.
The goal of the family-based program is to prevent children from coming into care and to find permanent, loving homes for those who are in care.
In FY25, Hephzibah’s Family Based Program served:
- 102 children and 90 families in foster care
- 610 children and 238 families with intact services
- 102 children and 32 families in Positive Parenting Program

Foster Care
Hephzibah offers a full spectrum of foster care services for children in need of loving homes. We help children heal and prepare them for the next step in their foster journey, whether it’s returning to biological family members or finding a forever home.
Prevention Services
Sometimes, the best way to help a child is to keep the family together. Our Prevention Services include two programs: Intact Family Services and a Positive Parenting Program. Families receive these services through DCFS referrals.
Sibling Camp
75% of all children in substitute care are separated from one or more of their siblings. At Camp Hep-SIB-ah, we bring Hephzibah’s separated siblings together for a week of outdoor summer camp to form lasting memories and rekindle relationships.
